Its the same for a english Vocaloid used by a Japanese user.
When you come across these, I find resorting to peotic style of listening, rather then the normal way, is the only way to fully understand these. If you can do that, then it becomes easier. However, I already have seen dozens of anime fans stating they'll buy Miku; its for certain there WILL be a influx of bad Miku songs while the users at the very least attempt Miku to sing every song. All you can do is improve the other current Vocaloid songs. However, I've noticed in regards to this, that some of the Japanese users will use engrish style of wording. A "l" sound becomes "r" for instance.
Someone here once said Luka is missing Dipthongs, I've never found any evidence, but incidently it was confirmed Al has more keys then Sweet Ann, so he is overall a much better Vocaloid then she is for singing. It is hard to judge a Vocaloid without information/proof otherwise. One way would be to hack a Vocaloid and see how many samples there are, it does not possibly confirm that they have better pronunication. With Japanese Vocaloid though, the Japanese language has sounds the english language hasn't got. Though the english language has better language capablities and Japanese is more limited, I'm not saying they have a closer chance though of matching the words.

^Luka does indeed lack many every vowel-vowel diphones. Particularly between diphtong phonemes. But because of her accent, combined with the fact that a lot of phonemes sound identical, despite the fact that they shouldn't, some phonemes which have diphones with the previous/following phoneme are interchangeable with others that don't have diphones. And also interchanging i: and I with j and interchanging u: and U with w can eliminate some problems. Point being, she does lack most vowel-vowel diphones, but it can be worked around.

Development is at a crawl until there is word of V3. They've made a reasonably large amount of progress, but I think it'd be leaking too much to say how much. There's a bit of questioning on whether or not Zero-g is going to seriously promote it.
The new Vocaloid has no character, but has a name.
:33
(obviously I'm not going to leak any of the fine details, haha, but yeah they're totally still on it.)

@Virtual > Real I'm not saying Luka's English is always bad. But usually its not too great. She lacks a lot of vowels and some vowel-vowel words can sound quite bad....like she pauses in between. Good example is the "V I" sound. Also it doesn't help that Crypton skimped on voice quality and pronounciation just to make an English bank. Some might argue that her English voice bank has good quality but if you compare both of her voice banks side by side theres night and day difference....it doesn't even have the same vocal range as her Japanese bank. And when comparing her English voice bank to lets say SONiKA theres comparison. Note how Crypton never tried to describe or give details about her English voice, it was more of a random English word or sentence in a Japanese song solution. I really hope they don't skimp on English Miku but she's being made for the English community.....so she'll most likely be like Luka except she might have better voice quality because of her popularity.

Considering that Tonio was delayed, its sometimes better to not know much details about a Vocaloid.
Tonio was delayed twice at least I know from off the top of my head.
After Tonio's delay I somewhat think its better to NOT know much about a Vocaloid until close to release.

I did notice the discrepancy between banks and that her English voice seems a little unpolished. However, it's like AyuRox said, most of her issues can be worked around. I've managed to, and without even staying up all night slurping coffee screaming at the screen, "WORK DAMN YOU!"
*Ahem* What I mean by that is that when I had to work around some of Luka's issues, it wasn't that hard to do so, and it really didn't take me more than a minute or two. *Shrug*

She has all the right Phonetics and in theory, the thing with languages is the mind can work out what your trying to say to degrees. So long as it sounds similair/right, particularly with the english language as its most flexiable, you can sit there and work out the words. o long as she is lose and not muffled, you can work it out.
Actually, muffling is the biggest complaint anyway towards the current Vocaloids.
