Looks like she's a character in the game to me.
That article also confirmed that Len is going to be in the game to those who said why are there no male vocaloids in the game.

I would love to play a game like this, especially as GUMI is involved (and I want to pinch her darling cheeks).
But the prospect of region lock has put me off immensely. I would hope if this kicks off (or they decide to grab more money), there would be alternate releases.
Just this once, an alternate release for other countries...
An alternate 'Yay' for Len getting in, at least. It ain't no sausage 'fest yet, however.

...Though I most likely will NOT be getting this due to region-locking and lack of money to import or otherwise buy a 3DS (and I've already planned to spend my Christmas money on a PSP, even though it's on its way out the door... @_@;; ), but that doesn't mean this news isn't fascinating. My interest in this game has been renewed.

This also opens many doors for future Vocaloid games and could change a lot of things that we wouldn't have expected in previous Vocaloid games.
With Gumi in this game, it's safe to assume that Internet.Co and Crypton are more on bro terms over rivalry terms now I suppose? So it's likely Gakupo, Lily and even Gachapoid and CUL could make future appearances in future games as well now.

It makes me think of two things: one, there was supposedly word from the organizers of the Singapore concert that "if there's enough demand, there'll be a concert with all the Vocaloids" (which is bull, as there's no way they'd add more characters without advance planning, just like they were already a quarter way done with English Miku before their 'get her so many likes on Facebook and she'll be in English' campaign) and two, that PD3rd is taking so long to come out compared to PD2nd.
It doesn't guarantee anything, but it makes one think.

Though, the only two songs she's confirmed to be in so far are duets with Cryptonloids. So I'd say it's a safe bet that Crypton isn't really completely accepting to having Internet Co. vocaloids in their game. They just don't want to pass up a popular song that has a Cryptonloid in it.
