UTAU Wiki has a pretty good list:
Right here. They can all sing in Japanese, but they all have a second language. (or more.)
Here's a sample of one:
None are mine, of course. Neko (the above UTAU) is easy to work with, and you can understand her words. Aiko is also good, you should check the list for your favorites.

The UTAU for download here has very good English, but it'll take a bit of fiddling around to figure out how to use it correctly.

Do you mean language-wise? :U Because those can be pretty rare.
If you mean Japanese as in, their voicers aren't Japanese but made samples for Japanese, then there's just a lolworthy amount of those fff

But that's okay. It means we all get a nice, wide selection of voice libraries to choose from.
I'd recommend Kenta Chikune, Tomero Chii, Kemi Amene, Tony Yonne, and Aiko Kikyuune, to name a few.

I know there's some out there, but I'm not sure if most people have separate banks for each or do what I do and just combine everything into one mongo bank. But if you look you're sure to find some, try that languages successfully done in UTAU thread.
