Well, she's most definitely available for download. I bought her yesterday and am having a friend download her for me as I have no useable internet at my current place. I'll be going to pick her files up tomorrow and hopefully she'll be an incredibly worthwhile (This of course depends more on my own effort than her's) purchase "Goodbye $360..." (Current price of Megpoid Complete + Native).
I'm looking forward to seeing what new songs will come from this update :]

Just letting everyone know, if you're planning to troll NND looking for songs, gumi_native will get you more results than 'gumi native' or 'guminative'.

Makes sense, I've noticed that the vast majority of the time, the tags for the other Vocaloid3 Gumi voicebanks have an underscore, too, such as "gumi_power".
