Okay, so I open up the Singer Editor by itself, select Big Al, and then select one of the perimeters, but whenever I try to adjust them, it resets to all zeroes again.
Does anyone know how to fix this?

Make sure you've entered the correct fields for both Activate Singer Properties and My Singer Properties. That could be your problem, though I could also be incorrect.

Okay, I think I've found out the problem, but still don't know how to fix it.
The thing is, it keeps highlighting Big Al if I try to click elsewhere (like if someone was always clicking his name), but again, not sure how to fix that.

^ are you using the actual Singer Editor, or are you using the Singer Properties in the VOCALOID Editor? The Singer Properties in the VOCALOID Editor is only for viewing the singer properties. You can't edit the singer properties through the VOCALOID Editor. There's a separate Singer Editor in which you edit singer properties. If you go into the VOCALOID folder wherever you installed VOCALOID, there'll be an application called "SingerEditor2" which is the actual Singer Editor. You can right click it and create a shortcut and put the shortcut o your desktop for ease of access later if you want. Just note that you can't run both the VOCALOID Editor and the Singer Editor at the same time.
I'm pretty sure everyone who's used V2 hates this about it. thank god they changed it in V3

I'm using the actual singer editor, not the singer properties in the Vocaloid editor.
EDIT: Here's a visual aid I made in paint (the re-highlighting happens too fast to printscreen).
