I own Luka, Rin & Len (ACT2), SONiKA, LEON, & LOLA.
If you're looking for your first VOCALOID, I'd definitely recommend Luka. Because of her bilingualism, she, at leas imo, has the most value out of any of the VOCALOID combo packs since she exposes you to both English & Japanese in VOCALOID and allows you to produce songs with either or both languages. Her English bank isn't the greatest, so if you're looking for an Engloid, look elsewhere, however her JP bank is fairly easy to use and is well made.
Rin & Len are a little hard to use, but if you give them the attention they nee, they can yield really good results.
SONiKA is... well... SONiKA. If you've already used an English VOCALOID, then i say go ahead if you feel like you're ready for her, but if you haven't yet, then you might wanna hold off first. She can be really hard to use, so be wary if you wanna get her.
I Haven't really used LEON & LOLA that much since I dislike the way V1 works, but overall they're well made and if not for the limitations of V1 would be easy to use, so if you want a cheaper route, then i say go for it. (although if you're considering V1 Engloids, I've heard that MIRIAM is really good so you might wanna look into her as well)
Anyways, overall, I'd recommend Luka, ELON & LOLA first, then Rin & Len, and then SONiKA.
