If they're not gonna release them, & are aware that the voicebank is technically illegal, then I don't see what the problem is? Illegal stuff is illegal, yeah, but how much of the music on your computer is legal? Are you jealous or something that you can't have the bank?

It's... a bit more complex than that, since UTAU has such a strong grassroots foundation. Making an illegal UTAU is nothing like downloading an illegal song off mediafire, as it makes Ameya, the creator of the software, liable in a way. That's why it's not allowed and why people are so nervous when UTAUs like that are made, we don't want our hobby taken away from us because of a few idiots if Ameya thinks we've been doing something risky with his software.
So long as the voicebank isn't distributed, typically no one cares. There's already BASARAloid and Sugitaloid in Japan, who are both made from famous voices. But throughout UTAU's history, a lot of overseas users have had the "screw you" attitude and just put banks up for download in order to get popular.
