I'm surprised you got it to sound so smooth. A lot of UTAUloids can get really choppy sometimes.
Is this one of those 'triphonic' voicebanks?
I'm I the only one to think the shape of his head is reminicent of Trollface?

Nope he is an "abridged" version of the standard CV reclist.
In fact you can find the entire thing here titled DA BEST JAPANESE - Ultimate Epic Japanese Reclist. It contains a complete guide how to sound like a Weeaboo.
The reason he sounds so smooth is because a variety of thing but the main point is the good mixing when we but his debut songs together. We also choose songs that were complimentary to him. His "P"s are distinctive so we wanted to showcase them with PoPiPo.
The gear used to record him was pretty good and we did some cleaning up in Melodyne before we exported the samples. A far cry from OREMO w/ a laptop mic that people are used to.
