What are those fences on the hillside? Google Maps link to some place in Japan

They appear to be there to prevent stuff from falling down the hill and straight into the road.

For such purpose they look very simple built to me. I don't think they are able to hold anything that rolls down with a decent pace and force.

possibly snow fences. we have them in the U.S. too. on hills or places where the wind drives drifts of snow onto roads.

Though those are far more robust than typical U.S snow fences (U.S snow fences are more like loosely woven slats held together by thin cables.) the ones in the op look a lot stronger and also look like they would not stop a snow drift from from migrating through it. looks like they could handle small rockslides or individual rocks.
