ok i noticed this a lot at a anime convention i went to the other day and i coudent work out what it is,
ok basicly its a girl with a black and white poker dot dress; with a with a orange cone thing on her head head witch had eyes! XD

That's a girl from Touhou;Touhou's not an anime but a game-project,lol.
