You mean the Vocaloids?
Well, most of them are in Japanese, and therefore you buy offa japanese sites, but the ones that sing in English you can use.
I suggest Sonika, since she's pretty cheap for a Vocaloid and is newer technology.

Yes, but they're not actually Vocaloids. UTAU, although not as good as Vocaloid, is a good alternative for those who aren't willing to pay a ton of money for Vocaloid.

I've been wondering...if UTAUloids run on UTAU software, can't people just pirate (torrent or w/e) vocaloid voice banks? Don't know if the voicebanks are interchangeable like that though.

They don't come separately (unless you're using Pocaloid, but even then, it's unusable on it's own), you'll need to install the whole software, then use a script to extract/convert the libraries...
Someone posted the script in the old forums....

Of course It is illegal to use Vocaloid voices in UTAU, and unlike just pirating Vocaloid normally, you can actually get caught out, 'cause you'll be posting the songs. :'D
Anyway. Enough about illegal activities. It's not good. =A=;
