This is the site for the new VOCALOID CHINA 2013 project where the information will be updated. The demo can be heard in the site also.
The competition will be on from March 25, 2013 to April 30, 2013. All entries are to be submitted here UGC@vocaloidchina.com
There are some guides which are:
1. The character must be a girl
2. Must have Chinese characteristics
3. To have recognizable features
And only one entry by person
Results will be published in May 2013 an will be picked by the VOCALOID CHINA cast, the winner will also participate in the production of products.
There is also a application which you must download and fill with your information to enter(not sure)the guidelines/company rules are in the application.
But one of the most important things I skimmed about it is that the character may be changed/adjusted

Sorry but I didn't see anything about the character might be changed or things like that in that page. They mentioned that the character must be recognizable even when you change her cloths.
And you can vote for the entries in that page too.
I translated the application form here. You can fill the form according to this, and submit the form and your design to the provided mail address.

I still think she sounds more a shota than a female ; ; but it's ok. We need strong voices anyway. -

It seems the new voicebank is another female bank.
VCP still hasn't revealed the detail of that bank. Short voice sample was played at CF Vocaloid China panel.
